Description:JOB SUMMARY: Provide broad program support to intelligence community-wide continuity program. Assist in all tasks related to maintaining and improving IC readiness and mission execution under all conditions to include plan development, review, evaluation, and maintenance. PRIMARY RESPONSIBILITIES: Assist and facilitate the functions and capabilities of the IC Continuity Program to include: Draft and maintain policies, plans, and procedures that describe how the IC executes continuity capabilities to meet specified requirements. Assist with reviews of IC continuity programs and capabilities to address interdependencies and assess compliance with applicable authorities. Assist with exercise execution and evaluation. Provide program management support to the IC Continuity Program. Develop an annual report on IC Continuity Capabilities that assesses IC continuity program policies, programs, capabilities, and implications. Provide these reports to Sponsor's staff. Maintain and update as necessary, an IC Continuity Operations Plan. Assist in the development of IC Continuity Program guidance on the execution of continuity planning requirements to include the following activities; Business process and business impact analysis. Risk management. Orders of succession. Delegations of authority. Devolution of control and direction. Alternate operating facility acquisition and maintenance. Essential records management. Emergency relocation group composition, selection, and training. Continuity exercises. Review draft national and IC policies related to continuity, preparedness, mission assurance, resilience, risk management, and IT disaster recovery, to assess potential implications to IC continuity programs and articulate these implications to Sponsor staff. Maintain IC continuity committees, including membership lists, regular communications, meeting planning, and producing and archiving minutes of completed sessions. Qualifications:EDUCATION & EXPERIENCE: Requires a BA degree and 8-12 years of prior relevant experience or Masters with 6-10 year of prior relevant experience. BASIC QUALIFICATIONS: Knowledge of federal continuity program roles, responsibilities, plans and procedures, policies and concepts Knowledge of IC elements and ODNI components missions and relationships 5 years continuity planning experience Relevant experience at all levels/sectors of government will be considered A combination of experience with and/or knowledge of the following is desired for this position: Developing policy, procedures, or plans and coordinating them internally and externally; Assessment and evaluation of national policy and plans governing and impacting continuity programs; Developing and executing exercises; Providing training in accordance with an established program; Program evaluation and assessment; Applying analytic, diagnostic, and qualified techniques; Conducting independent research; Filtering and synthesizing data and producing clean, logical, concise products using spreadsheets for data manipulation and visualization; Presenting routine issues in written and graphical forms; Conducting independent analysis with government supervision and presenting results to government management in either written and/or oral format; Valid state issued driver's license; and proficiency in Microsoft Office applications (Word, PowerPoint, Excel).
