Provide responsive management oversight and administration throughout all phases of the roadway construction projects, maintenance projects and transportation facilities ensuring successful delivery of projects of moderate to considerable complexity on time, on budget, high quality and environmental compliance. Responsible for project management, cost management, time management, quality management, contract administration and safety/risk management. Responsible for review and interpretation of plans, specifications, and contract documents during all phases of project development to include both design and construction. Responsible for proactive issue resolution and claim avoidance during construction. Actively monitors scope, schedule & budget and prepares cost estimates as needed. Analyzes and processes work orders, writes project related correspondence and supervises inspection personnel. Reviews project documentation, and certifies project records and material testing results. Ensures environmental, safety, and quality compliance and oversees utility coordination throughout the construction process. Provides project oversight, support, technical advice and performs contractor performance evaluations. Identifies and provides on-site technical training and mentoring for inspection staff as needed. Ensures inspection tasks are adequately covered and all project construction activities are accurately documented. Maintains Construction Engineering Inspection (CEI) budget and staffing plans development. Conducts construction progress meetings to resolve construction related issues and partnering meetings to ensure both stakeholder coordination and citizen concerns are met. Actively participates in constructability and bidability reviews during the design development phase. Ensures that pay quantities are reconciled with contractors and all project communication and decision making are in conformance to policies and procedures established by the Department and contract documents. Demonstrate knowledge of material testing procedures and testing equipment. Considerable knowledge of federal, state and local environmental rules, regulations, and policies pertaining to active construction projects. Significant knowledge of, extensive understanding and ability to, interpret road and bridge construction special provisions, contracts, plans, specifications, standards, MUTCD, environmental regulations, safety requirements, DBE/EO/CR guidelines, rules, and regulations. Considerable knowledge of construction QA/QC practices. Problem solving skills. Ability to communicate effectively verbally and in writing with contractors, political entities and general public. Proven ability to manage construction inspection activities on a wide variety of roadway and bridge construction projects. Knowledge of strategic, managerial, operational, human resource, supervisory, administrative and financial management principles, practices and techniques. Knowledge of preliminary engineering practices and contract development and management processes (contracts, special provisions and specifications). Skill in the use of computers and software applications, including MS Office Suite and project management. Possession of or ability to obtain required certifications within twelve (12) months of employment (include: Asphalt-field, Soils & Aggregate Compaction, ACI/HCC field, Pavement Marking, Nuclear Safety, First Aid, CPR, Flagger, DEQ-ESC and SWM Inspector, Intermediate Work Zone Traffic Control, Guardrail Installer's Training (GRIT), OSHA safety training courses and all proficiency tests necessary to obtain the aforementioned certifications, and maintain those certifications). Valid Driver's license and safety shoes required.Preferred QualificationsBachelor's Degree with major coursework in Transportation/Civil Engineering/Construction Management or related field; equivalent experience or training may substitute for degree. Professional Engineer's license or Certified Construction Manager (CCM) certification. Experience supervising consultant or in-house inspection staff. Experience with VDOT contract specifications. Experience in engineering or surveying related to construction and inspection requirements on highways and structures. Possession of current certifications and completion of fall protection and confined space training.Special RequirementsSafety shoes and other safety gear are required in the performance of duties. Fingerprint based background check, references, work history, and DMV records check will be conducted.
