DESCRIPTION: Keville Enterprises, Inc., an established Construction Management Consulting and Inspection firm, is seeking candidates experienced on Rail Projects for a full-time Construction Inspector position, to provide Quality Assurance (QA) services on rail related construction projects and to ensure compliance with Federal Transportation Administration (FTA) requirements. This opening is for night shift work on the Dulles Corridor Metrorail (Silver Line) Project in Dulles, VA. DUTIES: The duties and responsibilities of the Construction Inspector include the following: * Participates in the internal construction QA auditing process, including construction QA audit planning, conducting QA construction audits, preparing QA construction audit reports, and follow-up on non-conformances. * Works with the QA Managers in establishing satisfactory quality plans and programs. Assists in retrieving, assembling, and organizing for the QA Managers contract documents under development to ensure that all plans and procedures are available to determine if appropriate quality provisions are being incorporated into the projects. * Assists in reviewing the QA plans of contractors, consultants and WMATA. * Assist in providing oversight of independent QA inspection and testing provided by consultants and contractors to ensure conformance with contract plans and specifications. * Provides assistance in issuing Issues Requiring Resolution (IRR), Corrective Action Requests (CARs), and Supplier Correction Action Requests (SCARs) to address quality issues from construction contractors/subcontractors and tracks progress of IRRs, CARs and SCARs. * Assists the QA Managers in the systematic review of quality assurance surveillance findings; assist in trend analysis to identify areas of recurring findings; and proposes to the QA Managers the development and implementation of corrective action plans to improve the Rail Project Quality Program. * Assists the QA Managers in preparing coordinated Rail Project responses to audit and project management oversight reports received from the FTA, and/or other Federal, State and local agencies. * Review submittals for contractor furnished materials and equipment. Ensure that construction submittals are approved as required by the contract, prior to allowing material on site and work to proceed with these items. * Report non-complying work as well as individuals who fail to perform their work in a skillful, safe and workmanlike manner. Maintain a rework log. * Maintain as-built data info. Use as-built data to review the contractor's as-builts for accuracy. * Perform Punch-out inspection, participate in Final inspections, submit lists of deficiencies, and ensure correction of all deficiencies prior to final inspection. * Ensure that all required close-out items are correct, complete and in accordance with the contract prior to being submitted to the owner. QUALIFICATIONS: (1) Must be a high school graduate or equivalent with a minimum of 7 years of professional quality assurance/control experience on large, complex transportation systems. Three (3) years of rail and audit experience preferred. (2) Must have demonstrated ability to read and interpret construction plans and specifications. (3) Ability to write and speak effectively to report on progress and outcome of technical assignments and to present recommendations. (4) Ability to monitor construction projects to a successful and timely completion. (5) Must have excellent computer skills, and must be able to use an electronic tablet for daily work. (6) Knowledge of safety and occupational health principles, practices, procedures, laws and regulations as they relate to engineering performance requirements. (7) Satisfactory results acceptable to Keville from a criminal background check and a pre-employment drug test is required. OSHA 10 certification is a condition of employment. General Work Conditions Field Environment: Work is frequently performed in a field environment in which there is consistent exposure to potentially unpleasant working conditions. Incumbent must have the ability to stand and sit frequently and reach horizontally as well as vertically for overhead use. Work frequently requires working at client's job site, construction trailer, and in a field environment. Work may sometimes require working in inclement weather, working in a construction site, being exposed to heavy construction equipment, and doing extensive walking. Depending on the specific project, the job may require climbing to various elevations, ability to bend, twist and turn in close clearances, and crawl into confined spaces to perform required work. Select jobs may require work near heavy construction equipment, railroad right of ways, bridges, construction sites, tunnels and airport runways. Work environment may require use of construction/inspection safety equipment including fall equipment. Adherence to applicable safety protocol is required.
