Under general supervision, the purpose of this position is to analyze, plan and coordinate implementation of neighborhood improvement efforts including but not limited to architectural improvements on a communitywide basis and rehabilitation of individual structures. Employees in this classification perform complex professional work. The incumbent works independently toward neighborhood stabilization and preservation of affordable and workforce housing alternatives. The position is responsible for outreach to property owners, community associations, lending institutions, construction contractors and other entities. The purpose of the outreach is to facilitate renovation and reinvestment to maintain affordable and accessible housing opportunities. The position is responsible for analyzing policies and making recommendations for changes; collecting, reviewing and analyzing data; designing project methods and procedures; preparing and making presentations and completing a variety of reports and records. The incumbent is required to report program accomplishments, information on specific beneficiaries of the program and other information required as part of the towns cooperative agreement with the Fairfax County Department of Housing and Community Development. DUTIES: Promotes housing rehabilitation and loan programs and other resources to residents. Serve as a liaison between contractors, lenders and homeowners Assist homeowners associations to prepare standard rehabilitation specifications, including updated materials, color scheme and other treatments where original materials are no longer available and/or are deficient in terms of quality and longevity Recruits and coordinates resident volunteers to assist with neighborhood improvement activities Assist homeowners with hiring of licensed contractors and review of associated contracts Conducts housing condition surveys in targeted areas; gathers and analyzes data on demographics, housing values and sales and housing/community development needs Organizes annual Home Maintenance Seminar to promote preventative home maintenance and repair Promotes housing rehabilitation including public or private sector loan programs that may become available to low and moderate-income households. Facilitate renovation and rehabilitation loan arrangements to assist residents and to stabilize and preserve the stock of affordable and workforce housing Performs related duties as required REQUIREMENTS: Bachelors degree in architecture, civil or structural engineering or closely related field, supplemented by three (3) or more years of experience and/or training in residential rehabilitation; thorough knowledge of federal, state and local building codes and regulations. SPECIAL REQUIREMENTS: Must be fluent in English and able to communicate in Spanish, both oral and written Must possess a valid drivers license with satisfactory driving record HOURS: 8:00 A.M. - 5:00 P.M.
