Job Description: The Deputy Program Manager (DPM) is a strategic overhead hire and a named Key Position in the Statement of Work (SOW) who must be available to support pre-award capture activities, as well as the Proposal Response, for a multi-year IC customer acquisition that AT&T is bidding. Pre-award activities will focus on capture support, with the preponderance of time spent helping the team develop an approach to Program Management, Risk Management, Communications, Quality Control, and Financial Reporting. Proposal efforts will include supporting development of the Tech/Management Volume and/or other proposal artifacts such as Transition Plan. After contract award, this position will transition to the defined Key Role of DPM for a 100+ FTE organization to execute and monitor project activities, with direct oversight of several major Work Breakdown Structure (WBS)/Project Organizational areas. The DPM also serves as the backup to the Program Manager (PM) when necessary. The ideal candidate will possess relevant Government or industry program/project management experience for an effort of similar size and scope, as well as technical experience directly related this opportunity such as LAN, CAN, WAN administration or engineering. The candidate selected will support the PM for program establishment, including, but not limited to: Initial and ongoing staffing & on-boarding of employees (as well as subcontractors); manage changes to scope, cost and schedule of project work; prepare and update project plans and status reports; ensure correctness and adherence to all Contract Data Requirements List (CDRL) and/or work products; participate in project performance review meetings and discussions; adherence to the design concept and to federal government standards; and adherence to schedules and requirements. The DPM is expected to be a seasoned project professional that is adept at negotiating with the Government Contract Officer (CO) or Contracting Officer's Technical Representative (COTR) to evaluating contractual changesâsuch as Engineering Change Proposals (ECPs)âor special projects defined by the customer Knowledge of Federal Government contracting is required. RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO: â¢ Assists the PM in all facets of the project, including directing, managing and administering the accomplishment of all aspects of the SOW to ensure completion of all program activities within the established budget and schedule â¢ Supervise selected personnel engaged in the operation and support of the contract and interface with staff and Government counterparts and leadership as requested by Project Manager. â¢ Responsible for managing the execution of selected CDRLs from conception through delivery â¢ Oversight of project staff planning and resource leveling, organizing, leading high performance project teams, and delivery of projects. â¢ Support the PM to keep the program sold with all customer internal and external stakeholders â¢ Responsible for ensuring compliance to the Integrated Master Schedule (IMS) and Integrated Master Plan (IMP) â¢ Participate in strategic sourcing process for acquiring Infrastructure technology and infrastructure services. â¢ Participates in budgeting, cap-ex planning, maintaining contracts, and negotiations with vendors and service providers â¢ Maintain effective communication and working relationships with customers and project team members Required Skills, Experience, and Education: Bachelor's Degree in a related technical field (STEM) or Business. DPM have relevant experience with successful management of a network program of similar size, scope, and complexity. They should have 10+ years of business operations & program management experience, with at least 5 years of experience supporting network operations, and IT service delivery within the Intelligence Community or DoD and 3 years of leadership experience. Strong working knowledge of managed services methodologies. Demonstrated ability to effectively work with and communicate with all levels of management and individual contributors on the program team. Required Clearance: TS/SCI and Polygraph Desired: Master's degree preferred (MBA or MSPM desirable). PMP certification, ITIL V3 Certification. . Domestic and international experience desired.
