Engineering Manager Performs expert, independent services and leadership in specialized technical/functional areas. Conducts high-level systems analysis of functional area and formulates an effective strategy for accomplishing objectives that will overall performance and efficiency. Develops technical/functional architectures and functional specifications. Provides expertise and assistance in state-of-the-art software and hardware or area of Specialization. Analyzes user needs to determine functional and cross-functional requirements. Performs functional allocation to identify required tasks and their interrelationships. Identifies resources required for each task. The Engineering Manager is a multifaceted role that combines the strengths and responsibilities of a traditional Engineering Manager with those of an Integration Manager and a modern Agile Coach. The vision of the Program is to operate an efficient and effective software development program that delivers results and delights users through the use of innovative open technologies; the Engineering Manager is the champion of this vision. As an Agile Coach, this role will work with the Program teams to continuously improve and promote agile practices. As the Engineering Manager, this role is responsible for overseeing Government web site development and support activities by assisting government staff members in conveying priorities to the development teams and ensuring sound engineering practices are followed throughout the software development lifecycle. As the Integration Manager, this role will mediate and resolve any technical issues or considerations that arise among the development teams. EDUCATION AND YEARS OF EXPERIENCE REQUIREMENTS: * Bachelor's Degree in Computer Science, Information Systems Engineering, Business or other related discipline. With a Master's Degree, ten years general experience of which at least six years of specialized experience. With a PhD, six years of general experience of which at least four years specialized experience. With fifteen years general experience of which at least twelve years specialized experience, a degree is not required * This position requires a minimum of fifteen years' experience of which ten years must be specialized. Specialized experience includes management or technical participation in the field of expertise from inception to deployment, demonstrated experience and knowledge within the functional/technical field. General experience includes increasing responsibilities in the technical/functional field.
